Draft Environmental Impact Report (DEIR) for the 2021 Regional Plan

As part of the development of the 2021 Regional Plan, The San Diego Association of Governments (SANDAG), as lead agency under the California Environmental Quality Act, has prepared a Draft Programmatic Environmental Impact Report (DEIR) for San Diego Forward: The 2021 Regional Plan, including the Regional Transportation Plan and Sustainable Communities Strategy.

What is an EIR?

The draft Environmental Impact Report (DEIR) will assess how, if implemented, the 2021 Regional Plan will impact resources like air quality, water, land use, biological resources, greenhouse gas emissions, and more. As part of the analysis, the DEIR includes environmental mitigation tactics to ensure a balanced approach. It will also identify environmental impacts without the implementation of the 2021 Regional Plan (No Project Alternative) such as greenhouse gas emissions, air quality, vehicle miles traveled, and additional alternatives to further reduce environmental impacts. This DEIR provides information to decision makers, members of the public, and public agencies, so that informed decisions can be made about the 2021 Regional Plan.

Probable Environmental Effects

The DEIR found that the Regional Plan would result in significant and unavoidable impacts, both direct and cumulative, to: Aesthetics and Visual Resources, Agricultural and Forestry Resources, Air Quality, Biological Resources, Cultural Resources, Geology, Soils, and Paleontological Resources, Greenhouse Gas Emissions, Land Use, Mineral Resources, Noise and Vibration, Population and Housing, Public Services and Utilities, Transportation, Tribal Cultural Resources, Water Supply, and Wildfire. The DEIR found that the Regional Plan would result in less than significant impacts to Energy, Hazards and Hazardous Materials, and Hydrology and Water Quality.

Availability and Comments

SANDAG is seeking public comments beginning August 27 through October 11, 2021.
In accordance with Sections 15105 and 15087 of the CEQA Guidelines, this Public Notice officially notifies the general public, public agencies, and interested individuals and organizations that a 45- day public review period will begin August 27, 2021. Written comments regarding the adequacy of the DEIR must be received by October 11, 2021. All comments post marked October 11, 2021 will be accepted as timely.

Quality of Life Coalition Consolidated Comments

Members of the Coalition will be preparing a consolidated comment document for submission to SANDAG to reduce redundancy and allow a more efficent response by SANDAG.
